Great post. It puts into words what seemed clear to me in Wellington decades ago with transmission gully, it could have been built first as 2 lane and the seaward route used to manage capacity, but no we had to wait a few decades for the 4 lane version.
Rimutaka hill road should be next but I bet they’re thinking it needs to be 4 lane at the get go so will be more decades
